| 1. Content and Process Facilitation | - Process Facilitators will assist with development of meeting agendas and outcome expectations, timeframes and next steps and guide the meeting process and group interaction using appropriate tools and techniques.
- Content Facilitators may be called upon to provide expert information on a group’s substantive issues and help guide group toward desired outcomes.
- During some Assignments, Facilitators may be asked to play the dual role of Process and Content Facilitator.
- Facilitators may assist with single sessions or may be deployed to work with a group over a period of time.
- Facilitators will often be required to prepare reports relating to outcomes of the particular facilitation assignment.
Experts in this Category must:
- Have the ability to separate process from content; think on their feet; and be comfortable working with groups at all levels, from public and private sector executives to line staff
- Must have good listening and critical thinking skills.
- Possess experience in working with large and small groups to reach consensus, decisions, and problem-solve or otherwise assist a group in achieving their desired goals
- Be experienced in developing agendas; using group processes and decision-making techniques; and possess sufficient knowledge of group dynamics and organizational development skills to gauge the progress of the group and suggest alternative strategies
- Be able to organize information and prepare reports.

| 2. Consultant and Coaching | - Consultants may be called upon to work with local Board Directors and members, one-stop operators and managers or Department and WDT leadership to develop strategies, identify issues and recommend solutions.
- During some Assignments, consultants may be requested to coach a team or a workgroup consisting of multi-level staff.
Experts in this Category:
- Usually have a varied work background and a multitude of experiences and expertise to draw upon in providing insight and guidance to their clients
- Must have good listening and critical thinking skills, and the ability to probe and ask questions to fully understand the issue before offering advice or solutions
- Usually have specific knowledge about organizational analysis, systems thinking, group dynamics, etc. that is applied in the course of their consultation or coaching assignments
- Should be personable and able to work one-on-one or with groups of all levels of management and staff.

| 3. Training and Presenting | - Trainers may be required to develop and deliver customized training statewide to large audiences and/or locally to small groups and/or adapt training materials or make other accommodations for audience members with special needs or disabilities
- Presenters will be expected to deliver topical presentations in workshops, at conferences or other events statewide or locally, to large and small audiences
- Recipients of training and presentations will be at a variety of levels from leadership to front-line staff
- Trainers and Presenters will be expected to consult with the Department for additional information and preparation prior to delivery of a presentation or training program
Experts in this Category:
- Must have excellent communication and presentation skills and be able to customize material to a specific audience and environment
- Are expected to have knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups and the measurement of training effects
- Are expected to be able to present information using a variety of instructional techniques, media and formats such as role-playing, simulations, team exercises, group discussions, technology and lectures

| 4. Strategic Planning and Implementation | - Consultants in this Category may be required to utilize trend, performance and economic data to assist in the development of local workforce strategies, strategic business, operational and customer service planning.
- Experts in this Category will be required to draw on their experience and knowledge in order to formulate and suggest organizational and management strategies appropriate to the Assignment.
Experts in this Category:
- Have knowledge of business and management principles involved in strategic planning, resource allocation, coordination of people and resources
- Have the ability to design, implement and monitor strategic plans; use performance information and data for strategic planning and goal setting; conduct internal and external assessments; develop long and short-term goals; and translate strategies into action plans.
- Are expected to be versed in the use of various decision-making, planning, and implementation tools such as prioritization matrices; situational analysis; and use of PERT, flow, Gantt, and Pareto charts

| 5. Performance Data Management and Analysis | - Experts in this Category may be called upon to assist in the development or identification of performance standards and measures as they relate to workforce development issues and the one-stop delivery system.
- Experts in this Category may be called upon to assist and/or educate entities in the collection, analysis, display and use of performance data to inform decisions and develop strategies at the state and local levels.
Expertise in this Category requires the ability to:
- Analyze comparative information and benchmark against other organizations
- Maintain the timeliness, accuracy, reliability and accessibility of information and data
- Deploy information to users to ensure alignment with key goals
- Design feedback systems to support excellent customer service

| 6. Research and Evaluation | - Experts in this Category may be required to research specific workforce related topics or legislation, and benchmark best practices.
- Experts in this Category may be required to develop or assist in the creation of evaluation and assessment instruments, surveys, secret shopper guides and other feedback mechanisms.
Expertise in this Category requires:
- The ability to conduct research via multiple media, identify and present relevant information
- Summarize data and provide in formats that are suitable for various audiences.
- Experience in designing quantitative and qualitative research models, surveys and other evaluative instruments
- Knowledge and practical experience in both external and internal benchmarking for purposes of continuous improvement
