SUBJECT:Funding Availability To Support Innovative Transportation Projects.
Purpose:To transmit the notice of availability of funds for innovative transportation projects released by the Community Transportation Association of America (CTAA) in partnership with the United States Department of Labor for the purpose of supporting one selected innovative transportation project in each of the following states: New Mexico, New York and Pennsylvania.
Summary:Among the obstacles faced by workers seeking new jobs is the lack of adequate transportation. This transportation obstacle is also faced by people leaving welfare and generally by those who reside in inner city and rural areas.

The Community Transportation Association of America (CTAA) is focused on developing successful, affordable and transferable methods and strategies for assuring needed transportation in support of local initiatives at One-Stop Centers and other job development activity centers, especially those focusing on the needs of dislocated workers. CTAA has announced that up to $50,000 in funding will be made available to support no more than one innovative demonstration transportation project in each of the following states: New Mexico, New York and Pennsylvania.

CTAA expects that these demonstration projects will be carried out as cooperative ventures among local job development programs, transportation programs and social services programs administering the local Temporary Assistance for Needy Families (TANF) program. At a minimum, the application must demonstrate the participation and approval of each of these programs at the local level. Funding will only be made available for planning, technical assistance or development activities to selected projects which show a high probability for success in coordinating transportation services among agencies responsible for the provision of transportation, job development and family assistance. No expenditures will be allowed for operation of a transportation program or for capital expenditures.

Demonstration projects should be planned to last a maximum of
12 months and must have as an objective the improvement of transportation services to customers of local one-stop job development centers, dislocated workers or other similar audiences. Since continuation of the service beyond the demonstration is a primary objective of Joblinks, CTAA is interested in applications that will dedicate some degree of local cash contribution or in-kind support for the project rather than relying solely on demonstration funds.

Applications must be received at the following address no later than 5:00 p.m. Eastern Time, Friday, January 19, 2001. Applications received after this time and date will be automatically rejected.
