| SUBJECT: | Definitions of Referral and Placement on a Job Order |
| Purpose: | To provide common standards for crediting a referral and placement against an order entered into the NYS Job Bank |
| Background: | With the implementation and continuing development of OSOS, procedural instructions that were well known and understood in other operational systems have not been consistently updated. The more advanced capabilities of OSOS have allowed staff to do matching and letter generating functions directly from the operating system. The ability to record ‘referral activity’ has been simplified and can be linked to operations that do not necessarily equate to ‘Referral Standards’ that we have traditionally known. Additionally, partners are now able to post ‘Referrals’ directly against orders in the New York State Job Bank. It, therefore, is important that the definition of ‘Referral’ as used in relation to job orders in the NYS Job Bank be reiterated. |
