Workforce Development System Information Memo #03-4

TO: Chairpersons of Local Workforce Investment Boards
Chief Elected Officials
WIA Grant Recipients
WIA Fiscal Agents
WIA Local Area Contacts
SUBJECT:Revised Listing of Labor Market Analysts
PURPOSE:To advise local areas of changes to NYS Department of Labor (NYSDOL) staff who are responsible for labor market analysis
BACKGROUND:Title I, Section 134 (d)(4)(a)(iii) of the Workforce Investment Act states, "Training services . . . shall be linked to occupations that are in demand in the local area . . . "

In addition, Section 134 (d)(2)(E)(iii) states that one of the mandated core services is employment statistics "information relating to local occupations in demand and the earnings and skill requirements for such occupations."

ACTION:The labor market analysts of the NYSDOL Division of Research & Statistics play a critical role in the development of a suggested list of demand occupations for each Local Workforce Investment Board (LWIB) and work with LWIBs to maintain final lists of demand occupations.

Therefore, Local Workforce Investment Boards should be aware of changes to NYSDOL Labor Market Analyst staff with whom they should be working to continue the review of the labor demands within their geographic area and to make changes to existing lists in consultation with the analysts’ findings.
