SUBJECT:Dual Enrollment of Participants Served by the Displaced Homemaker Programs Under State Contract
Purpose:To alert the Local Areas that the State Contracted Displaced Homemaker Programs are no longer determining WIA Eligibility
Background:Beginning November 1, 2005, the SFY 2005/06 Displaced Homemaker Programs (DHP) listed on the attached are no longer supported with State Level WIA funds and therefore are not conducting WIA eligibility determination.

The DHP program contractors are required to work with their local areas to develop a referral agreement(s) for participants who may be eligible for dual enrollment. All WIA eligibility determinations must be done by LWIA staff.

Action:LWIA staff should be aware that participants referred from the contracted Displaced Homemaker Program will need a WIA eligibility determination done by the LWIA staff, if those clients are to be dual enrolled in WIA.
