The purpose of this memorandum is to transmit the attached Secretary's Agreement, Governing Services to Veterans.
In accordance with Veterans' Program Letter #3-99 (Change #1), the U.S. Department of Labor requires all States to sign-off on the Agreement which is to be submitted in coordination with their WIA State Plan.
This document ensures for the continued provision of services to veterans, clarifies roles and responsibilities of service providers. and provides for the New York State Department of Labor's Disabled Veterans' Outreach Program and Local Veterans' Employment Representative (DVOP and LVER) veteran staff integration into the Workforce Investment Act's One-Stop Delivery System.
