Possible Activities for the Emerging Worker Sub-Committee, 2004-05
For Discussion at the November 6, 2003 Meeting
Priority 1. Promote and certify worker readiness skills
- January 15, 2004 Sub-Committee meeting:
- Proposed joint meeting with the Skills Standards and Assessments Sub-Committee to discuss the worker readiness credential for youth and adults. Possible actions include:
- Formation/expansion of interagency work group;
- comprehensive identification of programs, including programs that might pilot integrating worker readiness skills into curricula;
- summit to engage stakeholders and plan statewide community engagement and roll-out;
- integration into SED staff development networks, e.g., career and technical education centers, regional adult education network and state center for adult literacy education.
- March 18, 2004 Sub-Committee meeting:
- Clear and compelling message (“burning platform”) about the impending labor shortage and the importance of preparing New York’s emerging workers for jobs and careers in New York State.
- Possible panel presentation.
Priority 2. Review Sub-Committee membership and create systemic connections with youth councils
- Update and expand Sub-Committee membership
- Expand Sub-Committee participation
- Expand core group of youth council chairs who regularly participate in Sub-Committee meetings, beginning January 15, 2004
- Establish an ongoing liaison to BOCES District Superintendents: Dr. John Stoothoff, Washington, Saratoga, Warren, Hamilton, Essex BOCES
- Establish an ongoing liaison to youth bureaus
- Hold regular discussion with Workforce Investment Board chairs who present at each State Workforce Investment Board meeting, beginning January 15, 2004
Priority 3. Work with education (USNY) and business community to advance Priority 1
Beginning in March, 2004, the Sub-Committee meeting could engage key stakeholders:
- Postsecondary leader panel: Robert King (SUNY), Matt Goldstein (CUNY), Abraham
M. Lackman (CICU)
- Education associations panel: principals (SAANYS); school boards (NYS School Boards Association); teachers (NYSUT); school counselors (New York Counseling Association and NYS School Counselor Association); career and technical education administrators (ACTEA); NYS Council of Education Associations (NYSCEA)
- Business associations panel: Partnership for New York City; Long Island Association; Manufacturers Association of Central New York (MACNY); Rochester Business Roundtable; the Buffalo Niagara Partnership; the Albany-Colonie Regional Chamber of Commerce; The Chamber of Schenectady County
- Explicit attempt to hear from small business, e.g., Retail Association of NYS, NYS Hotel and Motel Association, NY Restaurant Association, Long Island Forum for Technology, Center for Economic Growth
- Healthcare panel focused on shortage and career opportunities.
- Technology and distance learning panel to highlight innovative practice and implications for promoting youth work readiness skills and certifying those skills through the worker readiness credential.
