Subcommittee members discussed the common measures adopted by the state, which will likely be implemented at the Federal level in PY ’05. In the meantime, local areas are required to begin collecting data – where it does not already exist – around the common measures. The major impact to local areas is in collecting data related to literacy and numeracy gains for youth. A technical advisory has been issued to local areas regarding the common measure requirements and can be viewed at www.workforcenewyork.org/ta/ta04-5.htm.
In addition to the common measures, data from the SWIPE cards was discussed. Local areas have submitted reports on front-door activity and unduplicated customer levels since December. All areas have been able to produce and submit reports with few problems.
The Subcommittee finalized the Workforce New York Systems Indicators Implementation Plan that includes a timeframe of PY ‘04 for implementation of the Market Penetration, Business Customer Repeat Usage and Total System Investment indicators. The Customer Satisfaction indicator requires additional development before a timeline can be assigned.
