| Objectives:
- Provide assistance to Workforce Investment Boards and educational organizations to conduct and improve unified strategic planning on employment and training activities in each of the 33 regions, as identified through the results of the Local Skills Gap analysis.
- Direct state and federal funds as appropriate to the WIBs to assist them and their partners in implementing the goals and objectives in their strategic plans.
- Explore with employers ways to increase education and training opportunities, including on-line courses for incumbent workers, particularly those in small businesses and critical industries.
- Explore with stakeholders from education, business and state government the development of a plan to create a seamless pre-school through baccalaureate educational system, focusing initially on aligning high school graduation standards and curriculum frameworks with college admission and employer career-entry requirements.

| Objectives:
- Increase the percentage of students and school districts that participate in CareerZone and the number and quality of Career & Technical Diplomas available in New York State.
- Explore with the State Education Department ways to incorporate career development principles, methods, and private sector work experiences into pre-service teacher preparation programs.
- Provide services and incentives to encourage more intensive, computer-assisted, accelerated learning.
- Encourage people to enter fields of study critical to the New York economy through a self-service, Web-based career guidance system that provides information necessary for successful career planning.
- Increase the usage and quality of New York's web-based labor exchange system.

- Implement a skills-based labor supply/demand data system to support development of training curricula consistent with labor market demand.
- Implement a state recognition program to recognize high quality technical education programs that have high levels of placement and employer satisfaction.
- Help educational institutions align training curricula with emerging employer requirements resulting from new markets and technologies.

| Objectives:
- Conduct public relations activities to focus on a quality Workforce Development System, its services, and opportunities for employers and job seekers.
- Initiate a public relations campaign to encourage more students to prepare for skilled careers in which labor supply falls short of demand.
- Align and integrate local efforts to communicate the benefits and opportunities provided by regional strategic planning for career development to teachers, educational administrators, school boards, college and university trustees, employers, business and economic development organizations, and parents.
