SUBJECT:Planning Guidelines for the Comprehensive Three-Year Local Plan
Purpose:To transmit instructions and a format for developing the strategic WIA Comprehensive Three-Year Local Plan under Titles I and III of the Workforce Investment Act
Background:Section 118 of the Workforce Investment Act requires each local Workforce Investment Board (Local Board) to develop and submit a comprehensive local plan (Local Plan) in partnership with the appropriate Chief Elected Official(s).

Local Area Five Year Plans implemented as of July 1, 2000 expire on June 30, 2005. Pursuant to federal directives, states and local areas must have developed and implemented new strategic plans on July 1, 2005, to be eligible to receive WIA Titles 1 and III funds for administering the One Stop system and delivering services to its customers.

The Employment and Training Administration, via TEGL 14-04, issued January 21, 2005, outlined national strategic priorities and directions for the workforce investment system. The information provided in the TEGL informs not only the development of the State comprehensive WIA plan but also impacts the development of the local plan requesting information related to the national directions, common measures, and negotiated performance levels.

These planning guidelines require Boards and Chief Elected Officials to reflect upon their current one-stop delivery system, identify gaps and workforce challenges within their communities and consider the manner in which they will strategically move their systems forward - by developing partnerships that align around locally identified key workforce issues, by leveraging additional resources for the system, by designing actions and strategies for improving service delivery and increasing performance, and by ensuring that policies and procedures support their strategic and continuous improvement goals.

Action:Local Boards must use the attached planning guidance to develop their WIA Comprehensive Three-Year Local Plan. The Local Plan must be received electronically no later than June 30, 2005, following a statutorily mandated 30 day public review and comment period, unless an extension is granted under the conditions set forth in the planning guidelines. Directions for plan submittal are included in the planning guidelines.

Workforce Development and Training (WDT) staff will provide technical assistance to local boards upon request.
