| Subject: | Continuation of previously authorized WIA Waivers for use by Local Workforce Investment Boards (LWIBs) |
| Purpose: | To inform LWIBs of the state’s policies and requirements regarding continuation of various WIA waivers as previously granted to New York State by the United States Department of Labor (USDOL) |

| Background: | USDOL’s approval of various WIA Waivers for New York State expired on June 30, 2007. The Department included a request to extend these waivers as part of its required Strategic State Plan for Title I of the Workforce Investment Act and the Wagner Peyser Act for the two year period July1, 2007 through June 30, 2009. USDOL subsequently approved New York State’s Plan including the extension of its WIA Waivers. |
| Action: | Through the approval of New York’s State Plan, the following WIA Waivers are authorized for continued use by LWIBs through June 30, 2009. LWIBs seeking to utilize the authority granted under these waivers must adhere to the guidelines previously described in TA #06-11.
Revised Submission Requirements: For local areas seeking to implement Waiver #1, a funding reserve request and implementation plan narrative must be submitted electronically to: WDTDLocalPlans@labor.state.ny.us In the Subject line, please insert your local area’s name followed by “Waiver Request.” For local areas seeking to implement Waivers #2 and #3, local areas must submit, to their local DOL fiscal and program liaisons, a letter of intent to use the waiver. Local areas will be monitored for adherence to the waiver policy and reporting requirements. |
