SUBJECT:Opportunity for Public Comment: Two-Years of the Strategic Five-Year State Plan for Title I of the Workforce Investment Act and the Wagner-Peyser Act
Purpose:To announce the opportunity for interested parties to comment upon New York State’s Two-Years of the Strategic Five-Year State Plan (State Plan) for Title I of the Workforce Investment Act and the Wagner-Peyser Act

Public comment on the State Plan will be accepted through 5:00 p.m. June 22, 2007.

Background:In accordance with 20 CFR Part 661.220 Final Rules governing the implementation and administration of the Workforce Investment Act (WIA), New York State is providing the opportunity for public comment on and input into the development of the State Plan Modification for Program Years 2007-2008 prior to its submission to the U.S. Department of Labor.
Action:The State Plan was developed by the New York State Department of Labor (NYSDOL), as the designated State agency responsible for administration and oversight of Title I of WIA and the Wagner-Peyser Act, working on behalf of the State Workforce Investment Board (SWIB). Input is being sought from the public. This is a modification of the existing two-year Plan, which expires on June 30, 2007. As one of many states with new Governors, New York was granted an extension until June 30, 2007 for submission of its Plan Modification.

Emphasis is placed on addressing the following State and/or national priorities:

  • Enhancement of its demand-driven workforce system;
  • Continued system reform to enhance integration and increase training investments;
  • Inter-agency collaboration and a refocusing of WIA youth investments toward serving youth most-in-need;
  • Improved development and delivery of workforce data and sharing/disclosing of workforce information to support workforce investment boards in their strategic planning and investments; to provide the tools and products that support business growth and economic development; and to provide quality career guidance directly to students and job seekers and their counselors through One-Stop Career Centers;
  • Support for and encouragement of regional planning and solutions to workforce needs; and
  • Continued policy analysis and consideration of waivers that advance the flexibility of local areas to structure their workforce investment activities.

Public input will be reviewed and incorporated, as appropriate, prior to submission to USDOL. All comments will be attached to the final Plan Modification, as Appendix A. The United States Department of Labor must approve the State Plan Modification by September 30, 2007.
