SUBJECT:Updated 6/28/07: New York State Department of Labor (NYSDOL) Plan for Providing Labor Exchange Services Commencing July 1, 2007
Purpose:To announce updates to the NYSDOL plans for the continued provision of a public labor exchange system following the elimination of America’s Job Bank (AJB) effective June 30, 2007
Background:In follow up to Technical Advisory #07-7, NYSDOL will publish periodic progress updates to the transition from America’s Job Bank to the New York State Job Exchange (NYSJE).

  1. General USDOL and/or AOSOS Actions

    United States Department of Labor (USDOL) Notification

    1. Pending final execution of the agreement with NaviSite to host the new New York State Job Exchange (NYSJE) as an affiliate of America’s Job Exchange, a splash page has been established for the new NYSJE website address at www.americasjobexchange.com/ny. Anyone linking to the site today thru July 2, 2007, will receive the following notice:

      Welcome to the New York State Job Exchange, a service of the NYS Department of Labor. This service is scheduled to be implemented on Tuesday, July 3, 2007. Please check back at that time!

      Customers who select NYS from the USDOL AJB transition site are linked to the NYSDOL website, http://www.labor.state.ny.us, which currently provides links for both jobseekers and employers to the customized NYS version of AJB. This process will be updated to automatically connect the customer to the NYS site replacing AJB as described below upon implementation (anticipated to occur on or before July 1, 2007).

      AJB will cease as of June 30, 2007. Existing AJB account data for all active NYS registered AJB customers (employers and jobseekers) as of that date will be transferred and it will become available under the new NYSJE website (www.americasjobexchange.com/ny ) as of July 3, 2007.

    2. America’s One-Stop Operating System (AOSOS)

      1. Work is underway to revise AOSOS to expand the current data exchange (upload/download) process between AOSOS and AJB to allow states to exchange data with multiple job sites as designated by the state.

      2. Business Requirements for a new AOSOS employer self-service system module have been approved, with delivery anticipated sometime during PY 2007.

  2. NYSDOL Action Plan:

    NYSDOL is taking steps necessary to ensure that job seeking and business customers have access to the best quality, user- friendly, internet-based public labor exchange available. To achieve this end, NYSDOL does not plan to rely on a sole solution as a replacement for AJB; rather, NYS is pursuing a range of available technologies to provide customers with a wide choice of options.

    NYSDOL will be implementing the following action steps:

    NaviSite, the vendor currently under federal contract to design/operate AJB, has launched a new site – America’s Job Exchange (AJE) – which is now available at: http://www.americasjobexchange.com

    NYSDOL will enter into a data sharing agreement with NaviSite to host a NYS AJE affiliate website to replace the current NYS AJB affiliate website. The NYS AJE affiliate site will provide the same functions as AJB, and NYSDOL will be able to utilize current upload/download arrangements at little to no additional effort, including the following:

    • Navisite will continue to support the current batch public interface (PI) process to accommodate nightly data file transfers with large employers in a batch mode.

    • The existing link to AOSOS will be maintained, which will provide integrated search, match and referral through AOSOS.

    To insure that the new NYS AJE affiliate job/talent bank site is populated as of July 1, 2007, the following email is being sent to all NYS active AJB customers on June 28, 2007, to further explain the transition:

    Dear America’s Job Bank User:

    On June 30, 200,7 the United States Department of Labor will be closing America’s Job Bank. Effective Tuesday, July 3, 2007, employer and jobseeker services previous available thru our AJB will be provided through a new website, the New York State Job Exchange (NYSJE). This new site is affiliated with America’s Job Exchange, a new national job board owned and operated by NaviSite, the company that operated AJB since 1995.

    For your convenience, your existing AJB account information as of June 30, 2007, will be automatically transferred to the New York State Job Exchange (NYSJE). The site will be unavailable for use on July 1and July 2, 2007, while we transfer records to the new system. We apologize in advance for any inconvenience. You will be able to access the new service as of Tuesday, July 3, 2007 by following these easy steps:

    1. Go to the website at: www.americasjobexchange.com/ny
    2. Complete the username and password fields using exactly the same information you currently use to log into AJB.
    3. You will be presented with a screen that indicates that your existing AJB records have been found. This screen will ask you to provide your current email address, which will become your username on the new website.
    4. A confirmation email will be sent immediately to the email address that you provide. Once you open and click on the link in the email, you will be routed back to the New York State Job Exchange (NYSJE), where you will have access your account transferred from AJB.

    Note that although certain jobseeker services in AJB will remain available thru June 30, 2007, AJB has already ceased registering new employers and/or taking new job orders for existing employer accounts. If an employer wishes to register and/or post a job order prior to July 3, 2007, the employer could elect to register with the America’s Job Exchange national site www.america’sjobexchange.com). If an existing AJB account holder, the employer will have to start a new account and re-register. If the employer waits until July 3rd and uses the NYSJE site, the employer will be able to access their existing account. Either way, as of July 3rd, their account information will be available in NYSJE upon implementation.

  3. Next Steps:

    NYSDOL and One-Stop staff should assure jobseeker and employer customers that NYSDOL intends to continue to provide quality public labor exchange services via the Internet when AJB ceases on July 1, 2007.

    • AJB job seeking and business customers should be advised to make sure that their AJB account information and email addresses are up-to-date to assure the successful transition to the AJE affiliate site.
    • Until June 30, 2007, customers should continue to use the NYS AJB affiliate site.

    Further details regarding this transition will be shared with staff through the technical advisory process. In addition, messages and/or re-directs will be added to the current NYS AJB affiliate site, the NYSDOL website, and the Workforce New York website to advise staff and customers on how to access the new website.
