Subject:Updated April 2, 2008: New York State Department of Labor (NYSDOL) Plan for Providing Labor Exchange Services
Purpose:To announce New York State’s participation in the JobCentral–National Labor Exchange system effective April 7, 2008, as the latest step in NYSDOL plans for the continued provision of a public labor exchange system following the elimination of America’s Job Bank (AJB)
Background:In follow up to Technical Advisory #07-7, NYSDOL will publish periodic progress updates to the transition from AJB to the New York State Job Exchange (NYSJE)
Action:Initial Actions Effective July 3, 2007:

AJB ceased as of June 30, 2007. Effective July 3, 2007, the NYSJE (www.americasjobexchange.com/ny) was launched to serve as the State’s public labor exchange site.

NYSJE is an affiliate of America’s Job Exchange (AJE) (www.americasjobexchange.com), a national labor exchange operated by NaviSite, the vendor previously under federal contract to design/operate AJB. NaviSite operates AJE as a for-profit business; however, they offer the hosting of state affiliate labor exchange sites as a free service to state workforce agencies.

NYSDOL has a signed data-sharing agreement with NaviSite to host NYSJE as a New York State (NYS) AJE affiliate website to replace the previous NYS AJB affiliate website. Based on this signed agreement, existing AJB account data for all active NYS registered AJB customers (employers and jobseekers) as of June 30, 2007, was transferred and made available under the new NYSJE website as of July 3, 2007. Per the AJE website, 10 states have signed AJE data sharing agreements to date.

The NYS AJE affiliate site provides similar functions as AJB, and through this state agreement, NYSDOL was able to utilize the existing upload/download arrangements at little or no additional effort, including the following:

  • NaviSite continues to support the current batch public interface (PI) process to accommodate nightly data file transfers with large employers in a batch mode.

  • The existing link to America’s One-Stop Operating System (OSOS) is maintained, which provides integrated search, match and referral through OSOS.

During 2008, NaviSite has begun generating revenue to support the national AJE site both through advertising and employer fees for posting jobs. The agreement with NaviSite provides that the state affiliate sites hosted by AJE will not have any advertising content and that no fees will be charged to customers using the state affiliate sites. No employer should be charged a fee for posting a job through NYSJE and NYSJE will be maintained free of paid advertising content as found on AJE.

Enhancements Effective April 7, 2008:

NYSDOL is continuing to take steps necessary to ensure that job seeking and business customers have access to the best quality, user-friendly, internet-based public labor exchange available. NYSDOL does not plan to rely on a sole solution as a replacement for AJB and is pursuing a range of available technologies to provide customers with a wide choice of options.

NYSDOL has a newly approved data sharing agreement with Direct Employers Association (DEA) to provide for the exchange of job orders between the NYSJE and the JobCentral–National Labor Exchange system. DEA is a non-profit corporation owned and managed by employers. DEA, in association with the National Association of State Workforce Agencies (NASWA), has created the JobCentral–National Labor Exchange system (www.jobcentral.org) in an effort to replace the services previously provided by AJB. State workforce agencies may enter into agreements to participate in the exchange of jobs with JobCentral at no cost. As of early February 2008, 43 states had signed DEA national labor exchange participation agreements and were in various stages of implementing the upload and download of jobs between their state systems and JobCentral.

Effective April 7, 2008, the two-way data exchange of job orders between NYSJE/OSOS and JobCentral–National Labor Exchange systems will be implemented. This new data exchange process should be seamless to the customers using NYSJE/OSOS. It will simply expand the numbers and types of jobs available in the New York system and broaden access to include all participating state workforce systems with the goal of creating a virtual national labor exchange, as follows:

  • Jobs entered by employers into the NYSJE (either by direct employer input into NYSJE or by staff input into OSOS) will be uploaded to JobCentral. From JobCentral, these jobs will be available for download by other state workforce agencies that have signed a participation agreement with JobCentral.

  • JobCentral jobs located in NYS (and/or the immediate surrounding border state areas) will be downloaded to NYSJE and to NYS OSOS. Note that the initial load of JobCentral jobs into NYSJE/OSOS is anticipated to add approximately 80,000 additional jobs to NYSJE/OSOS.

A webinar, hosted by JobCentral, is being planned to provide further details of available services. Two sessions of the webinar are being planned:

Thursday, April 10, 2008 – 10:00 a.m.
Friday, April 11, 2008 – 2:00 p.m.
