SUBJECT:Planning Guidelines for the Workforce Investment Act (WIA) Local Plan Modification for Program Year (PY) 2008-2009, for WIA Title I-B and Wagner Peyser programs
Purpose:To transmit instructions and a format for developing the WIA Local Plan Modification for PY 2008-2009 for WIA Title I-B and Wagner Peyser programs
Background:Section 118 of the Workforce Investment Act requires each local Workforce Investment Board (Local Board) to develop and submit a comprehensive local plan in partnership with the appropriate Chief Elected Official(s).

WIA Comprehensive Three-Year Local Plans under Titles I and III of the Workforce Investment Act implemented as of July 1, 2005, will expire on June 30, 2008. Pursuant to federal directives, local areas must have developed and implemented new strategic plans on July 1, 2008, to be eligible to receive WIA funds for administering the One Stop system and delivering services to its customers.

Action:Local Boards must use the attached planning guidance to develop their WIA Local Plan Modification. The Workforce Investment Act Local Plan Modification for Program Year 2008-2009 must be submitted electronically to the New York State Department of Labor (NYSDOL) no later than April 11, 2008, following a statutorily mandated 30 day public review and comment period. Directions for plan submittal are included in the planning guidelines.

Workforce Development and Training (WDT) staff will provide technical assistance to local boards upon request.
