Workforce Investment Act Title IB Standardized Record Data (WIASRD)

 

On April 3, 2000, USDOL issued a Federal Register notice on a proposed reporting and record keeping system for WIA. They received many comments on the proposed requirements and, based on those comments, have been developing revisions to the reporting. The reporting system is still not final as of this date, but few changes are anticipated.

One part of the reporting system is the Workforce Investment Act Title IB Standardized Record Data (WIASRD). Many of the data elements in the WIASRD are the same as in the SPIR under JTPA, but some are new or changed. Local Workforce Investment Areas should review the attached document and collect appropriate information for all WIA participants. The data elements are being incorporated into the One Stop Operating System (OSOS). Local areas will be able to record all information on OSOS when it is operational.

The following links provide access to spreadsheets showing required fields in OSOS to be able to update and save records once entered (manually or by API). Two files exist, one for the customer’s detailed system registration record (General Info, Additional Info, Objective, Work History, Education/Licenses and Skills) and the other for the customer’s employment plan and WIA Registration record (General Info, Achievement Objectives and Services/Activities).

It is especially important that local areas collect information related to outcomes, such as supplemental data on employment, attainment of credentials, enrollment in post-secondary education or advanced training, skill goal attainment, diploma attainment and youth placement and retention in other activities, including military and apprenticeships.
